Chief Marketing Officer Susie Kim Riley (former Camiant's Founder and CTO), explaining how policy management, coupled with traffic management devices (such as Wi-Fi offload) may intelligently optimize mobile networks performance, reduce congestion and operating cost.
While off-loading is one of the recent trends in mobile traffic management, older solutions, such as using DPI to identify bandwidth hungry applications and controlling their bandwidth allocation (also using a policy manager, as it may consider the subscriber profile, time of day, congestion level etc.) will improve it even further - certainly when a Wi-Fi connection is not available.
