This time "with a twist" as the PCEF device, from Flash Networks, is not a device focused on traditional DPI/traffic shaping, but mainly on video optimization (see "Flash Networks Shows Bandwidth and Energy Consumption Savings" - here) and content filtering.
Flash Networks announced that ".. it has successfully completed interoperability testing of its Harmony Mobile Internet Services Gateway with the Alcatel-Lucent 5780 Dynamic Services Controller (DSC), [covered here] a 3GPP policy charging and rules function (PCRF) platform"
As Alcatel-Lucent has a number of video optimization products and partnerships (here, here and here) , I guess this is a result of a specific project - a joint customer asking for integration of the two technologies.
