DST [Brunei] to Select a PCRF for Tiered Services

Idris Vasi (pictured), CEO of the DST Group, told Debbie Too and Bandar Seri Begawan from The Brunei Times about the MNO plans to improve network coverage, launch a 4G network and increase the capacity of the existing 3G network.

DST is also looking at "putting into place its policy control mechanism, which will result in revised mobile plans for customers when the 4G network is launched. The revised plans have not yet been finalised, he said, but Brunei's biggest mobile operator (by subscriber base) is in the process for selecting a vendor for the PCRF (Policy and Charging Rules Function)".
"The move to implement such a policy is mainly due to the fact that DST recorded a significant increase in its data traffic usage by 70 per cent since January .. Idris previously said that the company is looking at simple time-based plans or content-based plans, or a combination of the two .. Having PCRF gives you a lot of flexibility, and it's going to be a combination of time, session and type of content quality service," Idris said".

DST has 400K subscribers.

    This may include non-mobile customers, as well as over 100% mobile penetration. According to the CIA Factbook, Brunei had 443,000 mobile phones in 2011.
