ARCEP, the French regulator, published 10 propositions aimed to ensure a balanced, neutral and quality internet service.

- Freedom and quality of Internet access
- Non-discrimination of traffic flows
- Framework for mechanisms to manage traffic access to the internet
- Managed services
- Transparency to end-users
- Monitoring of traffic management practices
- Monitoring the Internet QoS
- Monitoring Interconnection market data
- Taking into account the role of ISPs in Net Neutrality
- Strengthening the neutrality of the terminals
