Technical Proposal: Policy QoE Control for Established RTP Video Sessions

Abstract

PCRF is defined as an entity used for policy and QoS control for a converged network by 3GPP. Though there are elaborate procedures defined for policy and QoS control for session establishment, modification and deletion, however, there are no procedure defined which can help in improving the Quality of Experience (QoE) for an established session. The current paper focuses on tracking actual QoS which is being experienced by the user (termed as QoE in this paper) and defines procedures for Policy control entities in a 3GPP defined setup for RTP based Video and non-Voice Media session.

QoS Announcements: NSN Adds Intelligent Broadband Management

         
Nokia Siemens Networks announced it has "launched Liquid Net, a new way to deliver broadband. Liquid Net allows an operator to set up its network to self-adapt to meet capacity and coverage requirements based on demand .. Liquid Net encompasses radio access, the core network and transport ; Liquid Core enables the core network (circuit-switched, packet-switched and IP Multimedia Subsystem functions) to deliver services and content, and dynamically provide the capacity needed to ensure the best customer experience at the lowest cost. This is achieved through core virtualization and intelligent broadband management".

"Based on Nokia Siemens Networks Policy Control Server (PCS), Nokia Siemens Networks Browsing Gateway (NBG), Flexi NG as well as integrated Content Delivery Network (CDN) capability, Intelligent Broadband Management offers integrated policy controlled end-to-end QoS, content adaptation and optimization, and distributed content delivery capability. It brings fully automated, self-adapting broadband optimization with best customer experience, providing the best insight engine with GGSN integrated DPI, Trendica, Traffica and radio congestion awareness" (more - here)

NSN: Will 3G Signaling Problems Repeat in LTE? Maybe

 
I had a number of posts regarding the signaling problems and solutions in 3G networks (here) - an issue that Nokia Siemens Networks (here, here, here) and Huawei (here) are actively promoting.

A post by Vijay Sankaran (pictured), NSN, discusses whether we will face this problems in LTE as well:

"Will signaling require as much resources and attention in LTE as it has in 3G? The short answer is:  Definitely not!  . . . .maybe. The “Definitely not!” part of the answer comes from the point that LTE is structured quite differently from HSPA, and so LTE signaling is handled differently ..  However (and this is the “maybe”), it’s important for us to emphasize that we don’t have the end to end LTE smartphone environment in place yet, since by and large, the end device is still missing" : The good news is that through the Nokia Siemens Networks Smart Labs, we’re working with handset manufacturers to ensure that they understand the issues around the generation of excessive signaling now"

TM Deployments (75): Intercity Zakelijk [Netherlands] Uses NSN for Offload and Tiered Services

  
Nokia Siemens Networks announced that ".. Intercity Zakelijk, a Dutch mobile virtual network operator (MVNO) for business customers in the Netherlands, will soon be able to offer new features and differentiated services ..  These include automatic offload of voice and data traffic onto customers’ office Wi-Fi networks, and customized packages for different user groups within an enterprise .. Nokia Siemens Networks will plan, design and implement its full mobile core network, including open mobile softswitches and Evolved Packet Core (EPC) .. subscriber data management and repositories, operations support system (OSS), billing mediation, and value added services platform"

NSN: Android and Blackberry Phones Overload Networks with Signaling

     
Nokia Siemens Networks'  "Smart Lab" published a new whitepaper analyzing the problem of signaling traffic generated by smartphone in mobile networks. This keep-alive/chatty/heavy signaling problem is a real issue to both mobile operators (sometime even more than bandwidth usage) and to the customers.

The extensive use of signaling overloads network resources (beyond just bandwidth), drains batteries (both sides do not like that), resulting charges for traffic the subscriber is not aware off (see "Metering and Billing Wireless Data for 20M Subscribers is not Trivial" - here) and more. NSN says that while total traffic in Western Europe grew by 65% between December 2009 and July 2010, signaling traffic grew by 177% (without signaling optimization).
   
Nevertheless, while Apple iOS devices (here) are compatible with the 3GPP Fast Dormancy feature, used to solve the problem (and implemented by NSN's Cell_PCH feature), NSN finds that both Google's Android and RIM's Blackberry phones are generating much more signaling than the share of the total traffic, while laptop dongles (generating 60% of traffic) only generate 1% of signaling traffic (see charts) and are not supporting Fast Dormancy correctly.

Allot Partners with NSN; Wins a 25M Subscribers Russian Fixed & Mobile Operator

  
Allot Communications announced that "a major Russian fixed and mobile operator with over 25 million subscribers has deployed Allot Service Gateway Sigma (SG-Sigma) platforms to offer revenue-generating parental control and anti-virus services to its subscribers.  Nokia Siemens Networks acted as prime integrator on this joint project, which is the first major win to result from the strategic partnership between the companies.  The solution has been initially deployed in two key hubs within the operator's network .. SG-Sigma acts as a nexus point in the operator's network, accurately identifying traffic in real time at high speeds, and enabling intelligent policy-based steering of subscriber traffic to these value added services.  The solution identifies those customers who have subscribed to the service and steers only their traffic to the relevant VAS platform, allowing optimized deployment of VAS infrastructure"

NSN CEO: "DPI tools help manage networks effectively"

   
Lightreading reports on Nokia Siemens Networks CEO, Rajeev Suri, speech during his US trip last week.

Regarding DPI, Mr. Suri is "in favor of the deployment of deep packet inspection (DPI) tools to help manage networks effectively and ensure end-users get the best possible experience.

"With traffic increasing massively on networks everywhere, these kinds of tools are really no longer optional"

SFR Deploys NSN Cell_PCH Optimization Technology

  
Nokia Siemens Networks announced today it "has already provided Radio Network Controllers along with Cell_PCH technology that helps conserve smartphone battery life by handling signaling traffic more intelligently and decreasing signaling load on the network" to SFR, the 2nd largest mobile operator in France with over 20M mobile customers.

[Update 29: More Details on NSN PCS-5000] PCRF - DPI Compatibility Matrix

       
Similarly to the difficulties in obtaining information on Nokia Siemens Networks' Flexi-NG (see story here), their PCRF product is also not documented on the company's web site.

However, I was able to get some information on the product - directly from NSN and with the help of Ray Le Maistre, from LightReading.

The chart below summarizes the features of the PCS-5000 product. As for its DPI support, NSN says:

"The PCS-5000 is fully integrated with Nokia Siemens Networks Flexi GGSN [here] .. It has also been successfully integrated with 3rd party GGSN, Deep Packet Inspection (DPI) and BRAS products, and operators existing back-end systems ... PCS-5000-based policy control solution allows the operator to apply fair use policies which restore the control of network resources to the operator and enable them to manage those resources more efficiently .. The PCS-5000 provides dynamic and service/application-based Policy Control which allows operators to optimize the service experience".

My PCRF-DPI compatibility table (accessible from the link above the post) already reflects the DPI vendors which are supported. NSN also stated that "PCS5000 Policy server can interoperate with any vendors DPI via Gx-interface (both fixed and mobile environment)".

Vendor Review: NSN Flexi-NG's DPI support

   
During MWC 2009, in a visit to the NSN booth, I saw their new GGSN product (see announcement - here) - an ATCA based product, promising a number of new, advanced features.

Since then I saw a number of press releases announcing deployments of the new product - Flexi-NG (picture) - such as MegaFon, Russia - here, Telefonica O2, Germany - here and Agri-Valley Communications - here, but still could not find any real documentation in NSN's web site (other than a presentation in the Japanese site - here).

Recently, I contacted NSN, and got a document providing some information on NSN's Flexi-NG.

Here are some quotes on its DPI support:

"By integrating DPI (Deep Packet Inspection) into the gateway, Nokia Siemens Networks does not just provide a high capacity element – it is setting the foundation for Mobile Broadband with a solution that is extremely powerful and highly scalable at the same time. Deep Packet Inspection (DPI) is supported for L7+ analysis in own processor on dedicated Service Aware Blades (same hardware as Service Blade, without external interfaces, and with different software only). These flow classification methods include port and signature based methods. Generic signature methods can be used to differentiate mobile access to Internet and operator/partner services (e.g. MMS, e-mail, streaming). L7+ analysis includes heuristic analysis that is typically applied to track proprietary protocols like peer to peer applications and services. With service awareness and DPI capabilities Flexi NG is capable of differentiating service treatment within the same Access Point, for example the Internet access point. The operator may for example control the access to selected services and apply flow based charging to differentiate the tariffs for different services. Service Awareness and DPI also provide valuable information for service and network planning. DPI can detect the majority of user traffic and protocols used in the Internet today (e.g. peer-to-peer communication). More than 600 protocols can be identified currently. Dynamic changes in applications and Internet protocols may require updates of DPI functionality, which can simply be enhanced by software independent of actual the Flexi NG software. End user connections are kept alive also during updates of DPI engine by help of ISSU (in-service software upgrade"

"With DPI and service aware policy enforcement the operator is able to make on-line changes to the traffic treatment policies. An example for data services is limiting excess usage by bandwidth limiting or even blocking certain bearers or services. For voice and multimedia services service aware policy enforcement can be applied to enforce real-time Quality of Service (QoS) and to ensure enough capacity on the transmission path. Dynamic QoS optimizes the use of network resources as real-time QoS can be allocated and capacity reservations can be made for preferred real-time services."

NSN: New iPhone OS Saves Network Resources

 
Leslie Shannon, from NSN's Network Systems’ Mobile Broadband team reports in the NSN blog that "With its latest iPhone iOs 4.2 software, it looks like Apple is joining efforts to cut smartphone signalling down to size. Tests by Nokia Siemens Networks have shown that iPhone iOs 4.2  supports a technology called Network Controlled Fast Dormancy, which we have already introduced into our networks".

"One Middle Eastern operator, for instance, found that smartphones on a NSN network had a battery life of 11 hours compared to six hours on a competing network. Meanwhile, testing in North America found that our smart networks generate up to 50% less smartphone signalling".

Lightreading: Elisa is in RFP process for DPI/Policy Management

Lightreading says today that Elisa is "which has nearly 3.3 million mobile customers in Finland, including more than 900,000 3G users, is looking to source deep packet inspection (DPI) and policy control systems to help manage its growing volumes of mobile data traffic" in an RFP process and "it's  not likely to be too long before Elisa's new policy management supplier is known, however, because the operator wants to select a vendor by the end of this year, according to Elisa's head of access networks Eetu Prieur"

Earlier this year, NSN announced that Elisa is using its radio gear for QoS based service differentiation
(here). Now the goal is to add policy management and the abilityto accurately identify applications, such as P2P.

[Update5] PCRF - DPI Compatibility Matrix

        
So far all updates I received to the PCRF-DPI matrix were from PCRF vendors - this time one of the DPI vendors, Allot Communications, is updating its interoperability with PCRFs.

Based on Allot's information, a new PCRF vendor was added to the list - Nokia Siemens Network, with their PCS-5000 product. However, as it is extremely difficult to locate products in NSN web site, and a search for the PCRF product only brings up two press releases, the NSN information below lacks the link to the product page.
