Oracle Next Acquisition: DPI? Optimization? SDN?


Ronald Gruia [pictured], Director at Frost & Sullivan, covering emerging telecoms, analyzes in an article to The Street who is next on Oracle's acquisition list, following Acme Packet and Tekelec - "Oracle management hinted at financial services and retail as other verticals the company would delve deeper into via innovation or acquisition. However, I believe that the company will further bolster its telecom stack. Here are a few possibilities:

  • DPI (Deep Packet Inspection) - this is an important capability that can enhance the Oracle charging solution set. Players such as Allot Communications  (which maintained a relationship with Tekelec to enhance the latter's PCRF product in accounts such as OrangeVerizon and Vodafone) and Procera Networks (which partnered with Tekelec in some accounts such as Comcast) can be distinct possibilities.

  • Video optimization current standalone vendors include Flash Networks and Vantrix
     
  • SDN (Software Defined Networking) vendor [one must follow the trend, I guess]"
The DPI market is at least 5 times bigger that the video optimization market, that seems to be declining (see "Is the Optimization Market Declining?" - here). It is also big enough (over $500M, with expected growth of 20-30%) to generate interest by large vendors such as Oracle.

[TechNavio]: DSC Market - 51% CAGR for 2012-16


A recent report by TechNavio forecasts ".. the Global Diameter Signaling Controller market to grow at a CAGR of 50.73 percent over the period 2012-2016. One of the key factors contributing to this market growth is the increasing deployment of LTE networks"

[ABI] Major RAN/EPC Vendors After DSC Market; $500M/2016

   
A recent report (content) by Joe Hoffman (pictured), principal analyst, ABI Research finds that the Diameter Signaling Router market will reach $500M by 2016.
   
According to Joe, “A network outage at a top tier operator could put $300M of revenue at risks .. most of the problems to date are growing pains of 4G, and Diameter Routing mitigates a lot of risk

"Leading independent vendors  [my listhave captured initial market share, as Diameter Signaling has been under the radar of the major RAN/EPC vendors. As operators step up efforts to monetize 4G investments, Diameter usage spreads to policy and charging. Diameter Signaling is recognized as a critical control point, and the big iron vendors are now heating up the race".

Oracle Buys Acme Packet: It's not only about SBC!


Oracle expands its telecommunications offering announcing that " it has entered into an agreement to acquire Acme Packet .. for $29.25 per share or approximately $1.7 billion, net of Acme Packet’s cash. Acme Packet enables the trusted, first-class delivery of next-generation voice, data and unified communications services and applications across IP networks. The company’s solutions are deployed by more than 1,900 service providers and enterprises globally, including 89 of the world’s top 100 communications companies" - see "Oracle Buys Acme Packet" - here.

Naturally, most think on Acme's Session Boarder Controller business - but there is more in Acme. Oracle will be able to offer now both its own PCRF (here and "Oracle - Advantages of Integrated Policy, Charging and Subscriber Data Management" - here) and Acme's Diameter Signaling Controller (DSC) - see "Acme Packet CEO: "we are engaged in 27 opportunities for our diameter signaling controller" - here.

With this addition, Oracle will have an offering similar to the PCRF market leaders (Openet, Tekelec and Amdocs - see the full list here). The DSC market is expected to grow sharply (see "[Infonetics]: Diameter Router Market: +900% in 2012, +100% in 2013; Tekelec, F5 and Acme Lead" - here).

A recent research by Diane Myers (pictured), principal analyst for VoIP, UC, and IMS, Infonetics Research concludes that "Global revenue from Diameter signaling controllers jumped over 900% in 2012 over 2011 .. Tekelec [here], an early mover in the Diameter signaling controller space, remains the market leader thanks to high-profile wins in North America and Asia Pacific and is well positioned with an installed base of SS7 customers and leading position in the policy market ..F5 Networks [here] and Acme Packet [hereare also making good headway in the Diameter market with market-ready products and key customer wins" (See my recently updated list of vendors - here).

Diameter - New RFC but More Work Ahead!

 
Xavier Milà (pictured) and Victor Pascual, Acme Packet, provide more information on the "a new version of Diameter, RFC 6733 (this was previously known as RFC 3588bis)".

"The main improvements in this new version include:
  • Improved transport efficiency and clarifications of security mechanisms, adopting TLS/TCP and DTLS/SCTP as primary security mechanisms and IPsec as a secondary alternative
  • Correlation of application-Id fields, which are necessary due to the proliferation of applications based on Diameter
  • Clarifications and enhancements regarding routing and agent discovery
     
  • Advanced redirect capabilities to reflect modern requirements for flexibility to route based on multiple parameters including user, realm, application, etc. 
Beyond this, the new specification contains a number of clarifications related to the state machine, extensibility guidelines, caching, deprecation of the end-to-end security framework and other miscellaneous fixes .. However, the Diameter protocol standardization has not concluded with RFC 6733. There are a number of RFCs in development or published related to security, prioritization, dynamic capabilities exchange, NAT, application design guidelines and routing".

Acme Packet: 9 Wins for Diameter Signaling Controller; 75 Opportunities

 
Several references were made during Acme Packet's Q3 analysts call (revenues - $65.3M - here) to its Diameter Signaling Controller product, by Andrew D. Ory (pictured) - Co-Founder, Chief Executive Officer, President and Director, including:
  • We expect that VoLTE services, offered by service providers, will ramp in 2014. The first wave of adoption involves LTE data services, where we already have 9 wins with our Diameter signaling controller. This includes 4 wins in the last 30 days alone. What's more, we are actively engaged with over 75 other opportunities.
     
     
  • The European service provider market continues to be a bright spot for us. Some of our strongest and most strategic relationships are among the Tier 1 service providers in Europe. We see acceleration of 4G LTE planning and deployment, rolling interest in cloud and over-the-top architectures, as an alternative to traditional methods, broad support for our Diameter signaling controller and the broad increase in RFP and RFQ activity throughout the region. EMEA leads all regions with regards to engagement for LTE data services, VoLTE and RCSC.

Acme Packet announced that Aicent Diameter Routing service (announced in July - here) is based on its technology and solutions.

Acme Packet CEO: "we are engaged in 27 opportunities for our diameter signaling controller"


During its Q2 Results call, Acme Packet's CEO, Andrew D. Ory (pictured) provided some details on their Diameter router (Net-Net Diameter Directorproduct success

".. The second major opportunity is LTE and Voice over LTE or VoLTE. We continue to see tremendous opportunities ahead of us in the delivery of both LTE data and VoLTE services. In terms of LTE data, we are engaged in 27 opportunities for our diameter signaling controller. This includes 4 architectural wins.

Earlier this week, we announced that Telefónica Germany is deploying Acme Packet's Net-Net Session Director

Diameter Routing Deployments [166]: Telefonica [Germany] Deploys Acme Packet


Acme Packet announced that "Telefónica Germany, a leading provider of fixed and mobile services, is deploying Acme Packet’s solutions for the next-generation signaling core, including the Net-Net® Session Router and Net-Net Diameter Director, to support its fixed-line voice over IP (VoIP), 3G mobile network, and future Long Term Evolution (LTE) services .. The solution protects Telefónica Germany’s core IP Multimedia Subsystem (IMS) and Diameter servers from overloads, assuring service availability, while solving incompatibility challenges between vendors and networks with programmable interworking features".

At the end of March 2012, Telefonica Germany has total access base (mobile and fixed) of 25M. Mobile broadband penetration expanded to 27% as a result of the market leadership in smartphone shipment share (above 95% of total handset shipments in the quarter. In mobile service, non-SMS data revenues increased 41.8% year-on-year in the first quarter. Total mobile data revenues grew 24.8% year-on-year vs. January-March 2011, so that they now represent 44% of mobile service revenues (+5 percentage points year-on-year).

[Exact Ventures]: Tekelec has 75% of DSR Market; Acme and F5 Follow

   
An updated report by Exact Ventures concludes that the "Diameter Signaling Controller (DSC) cumulative product revenues between 2011 and 2016 are forecasted to approach $1 billion, a 25 percent increase compared to Exact Ventures’ prior forecast (see "[Exact Ventures]: Diameter Router Market "will double each year through 2016" - here)"

".. Adding to the market opportunity are services revenues, including software maintenance, which is expected to approach 40 percent of the overall market in 2017".

On the same day, the proud marker leader, Tekelec, announced that its "Diameter Signaling Router (DSR) is now carrying live LTE traffic at four customers: two North American Tier 1s [here], a Tier 1 in the Asia-Pacific region and a major hub provider in the Asia-Pacific region. [Clarification] Acme Packet Enhances Diameter Router

 
My earlier post today (here) quoted the press release saying that "Acme Packet has over 20 next-generation signaling core customers globally". I asked Acme to clarify what that meant, and the response from the marketing team was:

"Over 20 refers to our entire next gen signaling core solution which is comprised of 2 router/controller products: 1 for SIP and 1 for Diameter. We have customers using the whole solution or individual pieces. Some names will be revealed soon for both".

The table below shows the Broadband Traffic Management blog's 10 most read posts during 2011, based on Google Analytics (which is not perfect, but surly indicative). The list is ranked by number of page-views, normalized to 100 points for the top item. It does not include top bar Pages  (the PCRF-DPI matrix would have been ranked first with 624 points) and posts from 2010.

No doubt - the most interesting posts are about M&As or IPO. Interesting entries are #5 covering, with some exclusive information, Amdocs' PCRF (since then Amdocs acquired Bridgewater); #8, a guest post by Acme Packet (since then they renamed the product to Diameter signaling controller) and #10, an overview of 3GPP's TDF facility.

Yankee Group: Diameter Routing Takes off - $212M Market in 2015

 
December is here, and it’s time for the best analysts to publish their New Year predictions. Among them is the Yankee group, with its "2012 Mobility Predictions: A Year of Living Dangerously" (download from here).

Diameter routing made it to the Yankee's list - "Diameter signaling is taking off. Yankee Group has seen significant request for proposal/request for information (RFP/RFI) activity and expects spending on IP-based Diameter signaling to more than double between 2011 and 2012—growing from U.S.$22 million to U.S.$45 million. And overall, we see the market mushrooming to U.S.$212 million in 2015, for a whopping CAGR of 57.2 percent".

This year, Tekelec said it received orders of $33M (here) for its Diameter router product (DSR). The orders were received in October, so most of it will probably not make it for 2011 revenues. Note that analysts see a $1.1-1.6B market for PCRF (here), for which Diameter routing is kind of an infrastructure element, on 2015 (Yankee forecasts $1.4B).


Yankee already names winners and losers for this young market. They list Acme Packet, Traffix Systems, Tekelec and Openet as "winners" and Tekelec and NSN as Losers (yes. Tekelec is on both lists. Yankee recommends operators to "Evaluate [PCRF] your use cases - We have moved beyond Policy 1.0, where PCRFs had one use case: control traffic. Mobile operators can use today’s policy solutions to actuate marketing programs, provide tiered services and implement parental controls, to name only a few" and "Anticipate the PEC [Diameter routing] requirement and issue PEC RFPs"

Radware Adds Support for Diameter Routing and Load Balancing

   
The Diameter routing market looks good recently, with product announcements from a number of vendors, large wins (Tekelec announced it received $20M and $13M orders in during October - here) and start-up funding (Traffix Systems).

Vendors in this space (here) come from different disciplines. The majority have background in the Diameter world itself (Tekelec, Traffix, Openet, IntelliNet Technologies), some specialize in IP traffic management (F5 and now Radware) or other, maybe similar, markets (Acme Packet).

Most likely not all vendors support all possible use-cases and features, as each focuses on features resulting from its background and prior technology.

Customers should therefore examine their needs when comparing solutions and bids, certainly when more specific Diameter issues are concerned.
  
Radware, a traffic management player, is now added to my product list. The vendor has released several solution papers showing how its  AppDirector and AppXcel products may be used to improve Diameter servers performance.

[Exact Ventures]: Diameter Router Market "will double each year through 2016"

    
While the diameter signaling router/controller (or policy exchange controllers) is still young and small market (see "Diameter Routing Explained" - here), it has already gotten the attention of Exact Ventures a technology market intelligence company, founded in 2011.

Obviously, the recent $20M Verizon Wireless-Tekelec deal (here, here) is a major recognition and driver for this market, as well as other deals announced this year (Traffix Systems). Other solutions are available from Acme Packet, IntelliNet Technologies and Openet (see the full list here).  

Exact says that "The extraordinary growth in smartphone-based signaling traffic plus the growing number of network nodes that require signaling are creating an urgent need for a new signaling infrastructure. According to the report, the emerging DSC market is forecast to more than double each year through 2016 due to very strong growth in network signaling traffic driven primarily by LTE-based smartphones. Growth revenues from software license shipments over the next 5 years will be partially offset by an almost 20 percent yearly price erosion over the same period as the market becomes more competitive and as products become more cost effective due to economies of scale".

Greg Collins (pictured), Founder and Principal Analyst at Exact Ventures says: “Any failures of the signaling system can spell disaster for the network operator in the form of network outages, poor performance, and system latency, resulting in subscriber churn and lost revenues".

[Guest Post]: “Policy exchange controllers - scaling policy infrastructure in LTE and IMS”

As mobile broadband growth continues apace and LTE and IMS networks are deployed as replacements for legacy technologies, service providers are looking for ways to cost effectively scale policy infrastructure. Policy, which includes authorization, authentication, charging and quality of service (QoS) information, is essential for service delivery and for networks to operate efficiently and profitably.
The volume of policy-related traffic can be crippling as subscriber population expands and voice and data service usage intensifies. In order for the network to keep pace, policy exchange controllers—a new element—are required to streamline operations and facilitate manageable scalability.
Policy exchange in IP networks
 

Let’s start with the basics: last decade the transformation of telecommunications began as voice and all communications started the migration from circuit-switched networks to an IP world. It has largely affected fixed line networks until recently—although that transformation is still early and not complete—and mobile is the next frontier. The combination of the broadband IP transport networks and a new service layer, largely IMS, is the network of now and the future. While 3G RANs such as EVDO and HSPA brought IP and the Internet to mobile networks, LTE is the major technological leap forward embracing the all-IP network thus leaving no home for TDM technology.

SS7, the intelligent signaling layer in TDM networks, is replaced in these LTE and IMS networks by two protocols: SIP and Diameter. SIP is the call control protocol used to establish voice, messaging and multimedia communication sessions. Diameter takes on the role of exchanging policy information between network elements for each subscriber data, voice, video or multimedia session. This information is also exchanged between visited and home networks for roaming subscribers.

More specifically, policy means subscriber and session authentication, authorization, location, charging and quality of service (QoS) information must be exchanged among HSS, PCRF, MME, CSCF, OCS and other elements within a single service provider’s network. There are scores of Diameter interfaces defined by various standards groups and industry bodies. The dominant ones are show in Exhibit 1 and can be broadly grouped into the following categories:
 
·         Registration, authorization and authentication
·         QoS/bandwidth-based admission control
·         Charging
·         Location


Challenges to scalability

Now, returning to the policy traffic conundrum: Diameter signaling is everywhere and can be quite demanding of the network. The main challenges that service providers face with scaling and managing policy in LTE and IMS networks include:

·    Scalability – the volume of messages and Diameter transactions for each voice or data session can be huge–in excess of 60,000 messages per 1 million subscribers in certain large service providers.
·    Overload and network failure – the servers involved in processing various AAA, QoS or charging functions are not equipped to deal with spikes in volume; this can impact quality or availability of services.
·    Network attack – policy infrastructure that is exposed to external networks in roaming scenarios can be attacked and, as in overload event scenarios, be taken out of service, affecting overall network availability.
·    Provisioning and routing – given the number of elements, where they are located and how they must interconnect, the programming of route tables and the effective routing of messages in a network can be daunting to provision, maintain and change as the network grows.
·    Multi-vendor interoperability – while Diameter is a standard, there are numerous interpretations of that standard as IMS and LTE has evolved and as more vendors enter the market.  In addition, there differences in networks (such as transport protocol or IP version) that can cause incompatibility and transaction failures. Multi-vendor environments are long known for interoperability problems that add extra time or costs to an initial deployment and ongoing operations.
·    Troubleshooting and management – the ability to collect and correlate all messages with the number of elements and vendors and volume of transactions is formidable if not impossible; the information from these messages is critical for network planning, troubleshooting and daily operations.
While focused on LTE networks, these challenges can exist in today’s 3G environments as well for QoS and charging interfaces (but not roaming or AAA functions as they use SS7 even for 3G data).

Policy exchange controllers – Diameter signaling control for a scalable network

A policy exchange controller (PEC) controls Diameter signaling, enabling the seamless communication and control of policy information between network elements within LTE or IMS networks and across LTE network borders. For those well versed in VoIP, a shorthand way to think of this element is a session border controller for the Diameter protocol as opposed to SIP.

PECs fulfill two major functional elements defined by 3GPP: the Diameter Routing Agent (DRA) and the Subscriber Location Function (SLF). These functions are proxies or front ends that sit in the middle of Diameter transactions and assist in completing the exchange of policy information. The DRA is largely associated with load balancing clusters of PCRF servers and the SLF is charged with discovery of the appropriate HSS for a given subscriber. Both elements assume a large installation of PCRF and HSS elements. PECs are also valid elements according to the Diameter standard, serving as proxy or relay agents between clients (e.g., MME) and servers (e.g., HSS).

DRA is a commonly used, but inadequate term, for the solution needed. To be successful, routing is only the starting point. To address those challenges outlined earlier, the major features that PECs provide are:

·         Centralized and intelligent routing
·         Load balancing across Diameter servers
·         Overload control and denial of service (DoS) attack prevention
·         Encryption
·         Diameter protocol mediation and normalization
·         Transport protocol and IP address interworking
·         Aggregation of messages and reporting of key performance metrics
Policy exchange controller is a new and rapidly emerging product category. Along with Acme Packet, there is a number of start-up and established companies involved in this market as Azi Ronen pointed out in his post "Resource: Diameter Routing Explained" (here). Today there are five announced products and this is just the start; we expect there to be offerings from the big telecommunication vendor—players in IMS, legacy SS7 signaling and LTE— as well as other policy server specialists.

Who needs a PEC?

Any service provider will require policy exchange controllers to varying degrees. Since Diameter is tightly integrated into IMS and LTE, policy exchange controllers will be required to successfully scale these networks.


Exhibit 2 – Core policy aggregation

The greatest need is for a core policy aggregation role within an individual service provider (see Exhibit 2). This applies to all LTE service providers as well as some 3G and fixed line IMS networks.

For LTE data and VoLTE roaming, all players in the ecosystem—mobile service providers, IPX carriers and roaming hubs, will require PECs to control policy exchange at their external interconnect borders. PECs replace the SS7 STPs that enable 3G roaming today.

Another application, service federation, can also drive the need for PECs for fixed and mobile broadband and over-the-top providers. Service federation uses a revenue-share or partnership model and is predicated the exchange of QoS and authentication information between the two provider types.

A policy exchange controller is a new network element that controls Diameter signaling, enabling the seamless communication and control of policy information between network elements within LTE or IMS networks and across LTE network borders. The need for this element is rising as all-IP networks proliferate, creating a mesh of Diameter connections that negatively impacts network performance, capacity and management. PECs alleviate those challenges and provide a path to profitability in the broadband era.

Resource: Diameter Routing Explained

  
In the recent months we saw the introduction of a new element in the PCRF/PCEF management architecture - the Diameter Router/Policy Exchange Controller.

Products were announced by Traffix Systems (here), Openet (here), Tekelec (here), IntelliNet Technologies' (here) and ACME Packet (here).
